I have been attempting to unite the world under one tag in EU4 with moderate success, doing a few test runs recreating the Roman Empire as an orthodox Ottomans and getting the Mare Nostrum achievement. But as much as the world trembles before the awesome culture and religion shifting powers of the Great Green Blob, they don't exactly have the optimal set of national ideas to undertake global dominion.
Aside from making a custom nation, which country in the game would have the best possible shot in terms of total development and national ideas at creating a worldwide government, be it formable or otherwise?
The easiest is catholic Ottoman. Become Emperor of the HRE and get a vassal swarm to conquer the world for you. I don't understand, why you would say the Ottomans are not a good choice for world conquest.
Ever since the game was released, they've been the 1 choice. While going for catholic makes it easiest an orthodox or even sunni Ottoman is still very much capable of world conquest.
Between increased manpower-recovery, reduced core creation cost and massive force limit, they have a very good set of national ideas. Their position is uniquely suited to keep conquering all the time. Thanks to the reduced core creation cost you can afford coring and they are able to alternate wars between Europe, Russia, Arabia and Asia without obtaining enough aggressive expansion to trigger coalitions. Easiest of the three is Austria.
Catholic Ottoman should be good, Coptic Ottoman is also a good option more CCR if you are not opposed to a little exploit to start the game with the Westphalia peace. To convert Ottoman, you can check FlorryWorry videos for more detail, but basically, you take some provinces the religion you want to convert, give them to the Dhimmi, then you piss off the Dhimmi and remove the provinces from them, generating religious rebels.
Let the Rebels roam free stopping paying for your fortswhile you are at war with an opm, they will convert all your provinces for free. Once they occupy enough provinces, break to them. Being at war with an Opm prevent them to force break your country before they finished converting. France is another very good choice, especially if you can quickly force pu over Aragon or Castille. That's a huge help to a WC.
You can use the put relation on the throne on every HRE member after you revoke the privilege, it should help you to expend your dynasty. PUs are another reason why Catholics country are better for your first WC. Ming is weird. It gets a very easy start, but it can be very difficult to manage WC with the mandate.
You don't really have to worry about the Colonization part. Their unique government gives access to awesome heirs and make regency almost a 0-chance scenario. You can also focus your heirs to have high admin, so you can core much faster. The main reason for going christian - is HRE and annexing Europe. That's the hard way. Consider the opportunity cost - it's much easier at the start of the game to go east and south, conquer rich lands in Africa and Asia, exploit the spice islands.
Instead you are forcing yourself to fight against major European powers. But regular Muslim-Humanist Ottomans with lots of Janissary, with lots of Dhimmi for taxation and tech cost and religious tolerance, - this is an unstoppable steamroll. And of course, an other issue with this is that by having to edit that file to fix it, it wont be acheivement compatible.

Playing through Japan is also exciting and difficult. I've had the least amount of fun in Europe if I am being honest.
I've probably spent too much time there. If you are up for it you can try the knights Then get amazingly good naval and army ideas and can ally venice You also get the option to attack the mamluks and form the kingdom of jerusalem which is fun so long you know how to defend the Arabian peninsula against the ottomans properly.

Total Conversion Mods are giant behemoth mods that tweak almost everything about the game. With these, you rarely need any other mods as they are a complete holistic package with a singular vision.
Take a step back in time to the ancient world where the legacy of Alexander the Great still lives and a dream of universal empire looms on the horizon. Imperium Universalis is the Gold Standard of total conversion mods bringing to life the world of BC in stunning and meticulously researched detail. This total suite has everything from map changes to period and nation appropriate events. Take on the role of any of the hundreds of budding empires or establish one through decisions vying to make their mark to bring civilization to the world in this magnum opus of a mod.
Everything from provinces to government to religion and culture is tweaked, changed, or outright enhanced. You'll find yourself managing parts of empire building you never thought could be experienced. It's the gold standard in uplifting your EUIV experience to the next level.
The other flagship total conversion mod. Once again, everything is changed from graphic interface to ideas to even how vassal integration works. Playing VeF and any other Total Conversion mod is like experiencing a whole new game.
If Westeros is not your scene, let this mod at least be a sign that you can search for any fictional universe to satisfy your cravings to rewrite fictional as well as real history. You can grab it here. Mods are capable of not only enhancing the game engine but can actually co-opt it into a whole new experience.
Here are some mods that can push the engine to its very limits. Why settle for the polar opposites of a totally fictional world and a totally historical experience when you can have a little of both? Nation Designer Extender: Unlimited unlocks the restrictions placed on the Nation Designer and gives the player freedom to finally create that custom nation of his dreams.
Input a bit of our own fantasy into the timeline of this world. Rewriting history becomes a lot more immersive. Sometimes finding something else to do with the game doesn't need to be a world-shattering mod, but a simple addition of something missing. In this case, Missions Expanded takes those often-neglected nations such as Oda and Georgia and gives them their own unique and immersive Mission Tree.
The Missions Expanded Team has already completed giving all of Europe added flavour and it's only a matter of time before they take on the whole world. While EUIV promises that every nation is playable, sometimes the blandness makes this a chimera. Missions Expanded helps to fix this disparity of quality. Sometimes all you need is a simple game mechanic fix either to address an imbalance or make the game that much more enjoyable.
Here's a few that really do the trick. Simple yet incredibly ambitious: this mod allows the player to play from The Second Year of Our Lord to the year Unlike infinite time mods, this mod actually creates all new mechanics to reflect this extended timeframe. And I always add some native tribes here and there before beginning the game so I can conquer bases there quick but also to have a laugh as my Conquistadores conquer the mighty Butt tribe of Central Florida.
